Hwy 99 South & Dole Road Upgrades Begin in May: Expect Delays
7:00 PM · May 4, 2023The Douglas County Public Works Department (DCPW), in collaboration with the County Commissioners, the City of Winston, and the Oregon Department of Transportation, have announced the start of a major paving and striping project in south-central Douglas County. This project will take place along Hwy 99 South (County Road #387) near Winston and Dillard, as well as on Dole Road (County Road #14). Scheduled to begin on May 8, 2023, and continuing through the end of June 2023, the project will entail asphalt paving, striping, and localized pavement removal and replacement at three separate locations. Project Location #1: Hwy 99 South (County Road #387) from Winston to Dillard Location: Begins at the intersection of Hwy 99 South (County Road #387) and OR 42 and goes approximately two miles south to the community of Dillard. This location will require the closure of a small section of the road for one week in May.* The remainder of the project will include intermittent lane closures, brief delays, minimal night paving, and traffic control by flagging crews. Project Location #2: Hwy 99 South (County Road #387) near I-5 Exit 112 Location: Begins at the intersection of Hwy 99 South (County Road #387) and Dole Road and goes approximately two miles south to I-5 southbound Exit 112. This location will include intermittent lane closures, brief delays, minimal night paving, and traffic control by flagging crews. Project Location #3: Dole Road (County Road #14) near I-5 Exit 113 Location: Begins at the intersection of Hwy 99 South (County Road #387) and Dole Road (County Road #14) goes approximately 1/5th of a mile south to I-5 southbound Exit 113. This location will include intermittent lane closures, brief delays, minimal night paving, and traffic control by flagging crews. *Beginning May 8, 2023, a 220 foot section of the northbound lanes and left turn lane at the traffic light at the intersection of Hwy 99 South and Hwy 42 in Winston will be closed for one week while crews work to remove and replace several layers of concrete and asphalt. DCPW will provide reader boards with advance warning notices, as well as barricades and warning signs with traffic delineation to notify the motoring public of the week long closure. Motorists traveling on adjacent roads are also asked to watch out for construction signs/warnings, intermittent lane closures, construction vehicles, construction workers and flagging crews. Motorists, bicyclists and pedestrians will be asked to find alternative routes through the closed section during this time. Travel on this section of the road will be closed from Monday, May 8 -12, 2023. The southbound lanes of Hwy 99 South and Hwy 42 will not be affected by the closure. For the duration of the project, motorists are asked to watch out for intermittent lane closures, expect brief delays due and follow traffic control safety measures provided by flaggers. Douglas County Public Works will manage the paving and striping project, in partnership with contractor Knife River of Roseburg, Oregon. The project was designed by i.e. Engineering. The total estimated cost of the paving and striping project is $3.5 million, and comes from county category funding. Safety is always a priority for the motoring public, as well as for our employees. Please understand that road construction projects will impact drive times, so we are asking residents to plan accordingly. Motorists in this area can expect up to 20-minute delays, and are asked to seek alternate routes whenever possible.
