McCraw was next in line and allegedly took the bill and left Walmart. After seeing his picture on Facebook, he turned himself in. The money was recovered and returned to Fugate. DETAIL(S): Copelan was southbound on Stephens and turning southeast onto Winchester when his vehicle struck the concrete island dividing the lanes. The vehicle and island each suffered minor, cosmetic damage(s). Copelan sustained a minor facial injury and was treated on scene by EMTs, and his vehicle was driven from the scene. Belloir left his room to go sleep somewhere else and allegedly attempted to run over Wilson in a Chevrolet Suburban. Belloir pinned Wilson against a trash can in the parking lot before Wilson was able to get away. Wilson was not injured in the incident. DISPO: Cited and Released. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 09/19/2020 (06:35 AM) LOCATION: 350 Harvard, Roseburg (Denny’s) INCIDENT: Disorderly Conduct CASE #: 204094 PERSON(S): (S) Kitzmiller, Branden John (42) Roseburg CHARGE(S): Disorderly Conduct II, Resisting Arrest, Harassment VEHICLE(S): DETAIL(S): While dealing with a separate issue at Denny's, officers were approached by Kitzmiller who was acting strangely. They told him to move along and he got into traffic and attempted to pick a fight with some people at Chevron. The officers interrupted and Kitzmiller turned his violent behavior toward them. He started taking his shirt off to prepare for a fight so they attempted to detain him. After a brief struggle he was detained without further incident. While at corrections, he struck a deputy. Barnes chased Ulam from inside an apartment and all the way down the stairwell. Ulam was able to get away and into his vehicle. Barnes wouldn't listen to officer’s commands and ran out into traffic where he was almost hit by vehicles on Harvard. Barnes was eventually tased and taken into custody without further incident. The car was parked at Smithey's boyfriend's house because he was working on it. An officer reached Smithey by phone and she refused to bring the car back and while they were on the phone with her, the Winston Police located her and took her into custody. She was arrested for DUII and later refused to provide a breath sample, so she was additionally charged with that offense. Her vehicle was removed from the scene by a sober driver. Other subjects went inside a nearby residence and were later contacted as well. Fuller attempted to start a fight with an officer as well, and when they attempted to detain him in handcuffs, he tensed up and tried to pull his arms away. Mandera reported Hiatt threatened to strangle her and stab her, while having a small pocket knife, and allegedly said he would stab anyone else who responded to the residence. Hiatt was very confrontational with officers and a fight ensued. He punched one of the officers in the face and resisted until officers placed him in handcuffs. DISPO: Lodged at Corrections.
