Hughes was wearing all dark clothing and had no lighting on his bicycle. Simpson's vehicle received minor damage and was driven from the scene. Hughes’ bicycle received damage to the rear tire and was taken to his residence by another officer. Hughes was transported to Mercy via ambulance for treatment of non-life-threatening injury. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 12/20/2019 (02:40 AM) LOCATION: 1400 Block NE Stephens, Roseburg INCIDENT: DUII Alcohol CASE #: 196037 PERSON(S): (S) Harris, Samantha Leanne (21) Roseburg CHARGE(S): DUII Alcohol VEHICLE(S): 2012 silver Ford Focus OR# 447HPL DETAIL(S): Harris allegedly bumped into the vehicle in front of hers while she was in the Jack in the Box drive through. When Officers contacted Harris, she was passed out in between the two front seats of her vehicle. She displayed signs of alcohol intoxication and was ultimately arrested for DUII Alcohol.
